YOU SHALL RETURN

“You shall return”, not “You shall come”, for Yerushalayim has already been ordained in days of old as the place where Hashem rests His Shechinah. In our prayer for the restoration of Yerushalayim, our first and our chief tefillah is that You, Hashem, return to it. The אנשי כנסת הגדולה who instituted these ברכות dwelt in Yerushalayim, yet their prayer was that the שכינה return in full measure as in the days of the first Beis Hamikdash.
