How are we to understand what the Rav said before that every individual should feel like Hashem is his own personal king?

A:

What does it mean that He’s our own personal Hashem? It means this: Hashem is thinking about you every minute – about you! He loves you more than your mother loves you. He’s your very best friend in the whole world; for you personally. 

That’s important for us to learn. ה’ אלוקי לעולם אודך — Hashem, my G-d, I’ll praise You forever. Elokai!  You’re mine. We have to work on that. Of course, אלוקינו is important too, He’s everybody’s; He belongs to the whole Klal Yisroel, but don’t forget He’s mine; He’s my Hashem personally.
